I created this glowing green power button by first opening my Adobe Photoshop file of my power button. Then, I followed the direction on this page, in the Making The Animation section
Animation. After that saved it a Gif by going to file> Save for Web & Devices and I clicked OK. Thats how I was able to get the button to glow.
